v1.0 feature complete

PICO-8 has this neat cart data section, that will persist cart resets and console shutdown, so I decided to add an options menu. This turned out to be more work than expected, but well worth the effort, and enables fine tuning of the challenge level.

With that final touch, Wildfire is feature complete for v1.0, and #lowrezjam submission.
